Armenia on Karabakh

YEREVAN, Armenia -- Foreign Minister Vartan Oskanyan said Thursday that Armenia would submit new proposals to solve its long dispute with Azerbaijan over Nagorny Karabakh but would exclude returning the region to Azeri control.

"To leave Karabakh as a part of Azerbaijan is unacceptable and therefore negotiations over its status should begin from a clean sheet of paper so that there are no limits from the very start," Oskanyan said at a news conference.

Separatist forces in Karabakh, an Armenian-populated region surrounded by Azeri territory, drove Azeri forces from most of it and seized a big swathe of adjacent Azeri land during a six-year war.
