OSCE Slams Elections

VIENNA, Austria -- An international organization responsible for monitoring elections in emerging democracies has severely criticized Armenia's presidential balloting.

In a report released Thursady in Vienna and Warsaw, Poland, the Organization for Security and Cooperation in Europe recommended that Armenia's government investigate voting irregularities and prosecute those responsible.

The group reported that its observers had "observed ballot stuffing, discrepancies in the vote count, a large presence of unauthorized persons in polling station, and instances of intimidation directed toward voters, election commission members, candidate proxies and international observers."

The OSCE said the elections did not meet OSCE standards, but it did not call for the results to be invalidated.
