NATO Proposes Office in Moscow

BRUSSELS, Belgium -- NATO wants to set up a military liaison mission at the Russian Defense Ministry and general staff headquarters in Moscow under proposals finalized Wednesday for submission to the Russian government, a NATO official said.

Russia would be invited to reciprocate by installing a similar mission at the Brussels headquarters of the North Atlantic Treaty Organization, in line with the provisions of the Founding Act signed between Russia and NATO countries last May, the official said.

Russia already has a representative to NATO in Brussels -- General Sergei Kislyak, who was accredited last month.

His presence falls within the framework of NATO's Partnership for Peace military cooperation program.

The 28 participating countries in the program, including Russia, were invited to appoint diplomatic and military representatives to the alliance's Brussels headquarters.

A building next to the headquarters is to be used to house their offices.
