MOSCOW -- Russia could make more than $2 billion a year by selling the unused portion of its greenhouse gas emission quota to other countries, a government official said Thursday.

According to a protocol adopted at the Kyoto climate change conference last December, by 2012 the European Union must cut its emissions by 8 percent, the United States by 7 percent and Japan by 6 percent from 1990 levels.

Russia must keep its emissions at the 1990 level.
