Yeltsin Signs Rights Pact

MOSCOW -- President Boris Yeltsin signed legislation Saturday ratifying a European convention banning torture and treatment which is inhuman and degrading to human dignity, a presidential statement said.

The convention was originally adopted by Russia in 1996 when it joined the Strasbourg-based 40-nation Council of Europe, a human rights watchdog body.

The parliament has also ratified the European Human Rights Convention which now awaits only Yeltsin's own signature.
