Lack of Fuel Halts City

MOSCOW -- A fuel shortage in the Far Eastern city of Vladivostok has brought all municipal transport to a standstill, Itar-Tass reported Wednesday.

A city government spokesman said that fuel reserves at bus depots have been exhausted, but authorities are unable to replenish them because city bank accounts have been frozen.

City officials warn that the new crisis in this Pacific coast city of 1 million threatened to set off a "social explosion."

Vladivostok Mayor Viktor Cherepkov has been engaged in a heated conflict with regional officials, accusing them of "arbitrary rule, corruption and lawlessness."
