Kiev Looks to Moscow

KIEV -- Ukrainian President Leonid Kuchma said Saturday he would seek stronger bilateral ties with Moscow because economic links between his country and the European Union were stalled over a car deal. Relations between the EU and Ukraine have deteriorated since the EU accused Kiev of giving the South Korean carmaker Daewoo tax privileges in violation of World Trade Organization rules.

The EU wants Kiev to review its Daewoo agreement by April, and diplomatic sources say the community might refuse to support Ukraine's WTO membership if no compromise is found.
