Going to the Dogs

MOSCOW -- A Siberian prosecutor protested a decision by municipal authorities to pay residents for catching stray dogs, saying the policy resulted in an all-out hunt for the animals, Itar-Tass said Friday.

Schoolchildren in the town of Sosnovoborsk, about 3,400 kilometers east of Moscow, lured by the promise of 50 rubles ($8) for each dog and 10 rubles for each puppy they catch, have begun tracking down and even stealing dogs from their owners, Itar-Tass reported.

The city's prosecutor, who was not identified, said the policy by the Sosnovoborsk Mayor's Office was immoral. When stray dogs are brought in they are routinely put to death.
