Iran Minister's Visit to Focus On Relations

TEHRAN, Iran -- Iranian Foreign Minister Kamal Kharazi was due to arrive in Moscow on Tuesday for an official visit to discuss bilateral relations and regional issues, Iran's official news agency IRNA reported.

Kharazi will hold talks with his Russian counterpart, Yevgeny Primakov, and Deputy Prime Minister Yevgeny Bulgak, who is also the vice president of an Iranian-Russian intergovernmental commission.

Kharazi, on his first visit to Russia since becoming foreign minister in August, is also expected to meet with President Boris Yeltsin and Prime Minister Viktor Chernomyrdin.

He is expected to discuss bilateral ties, the situation in Iraq and the status of the bordering Caspian Sea, which is also shared by Azerbaijan, Kazakhstan and Turkmenistan.

Iran and Russia have called for a legal framework to govern the exploitation of the sea's rich resources.

Russia has been engaged in controversial cooperation with Iran to build a civilian nuclear reactor in the Gulf port of Bushehr, a project strongly opposed by the United States.

Russian Atomic Energy Minister Viktor Mikhailov said last week that Moscow will take over construction of the station after local firms failed to meet their commitments.
