Tax Proposals Arrive in Duma

A set of 19 new proposals on changing Russian taxes has arrived at the State Duma, the lower house of parliament, the deputy speaker's office said Tuesday.

The tax changes are a key part of the 1999 budget and have been the subject of dispute between the Finance Ministry and the State Tax Service. The office of Deputy Speaker Vladimir Ryzhkov said the tax plans included a cut in value added tax to 15 percent rather than to 14 percent as had previously been announced.

The measures also include a new system of taxing the key fuel and energy complex.

The tax plans were at the center of a feud between Tax Service head Georgy Boos and Finance Minister Mikhail Zadornov.

Zadornov wanted the VAT rate kept at 20 percent to boost revenue, whereas Boos wanted it cut to help industry.
