Limits on Communists

VILNIUS, Lithuania -- Parliament Speaker Vytautas Landsbergis has proposed restrictions on the employment of former top members of the Communist Party and party functionaries.

Parliament officials said Tuesday that Landsbergis had submitted a bill that would bar such individuals from holding elective posts and working in a number of government institutions.

The speaker said the restrictions are necessary because "the communist doctrine has brought humanity innumerable troubles, and the communist totalitarian regime in the U.S.S.R. imposed on occupied Lithuania by force was criminal."

Analysts said the predominantly right-wing parliament was unlikely to support Landsbergis' proposal.
