Ivanov's NATO Fears

MOSCOW -- Foreign Minister Igor Ivanov said he saw only benefits in cooperation with NATO, but he reiterated concerns about the Western alliance's planned new Strategic Concept.

The United States wants to widen the alliance's role and area of operation and enable it to take military action if necessary without a United Nations Security Council mandate.

Ivanov said this would undermine the whole system of international relations based on international law.

"We cannot agree to this," he said in an interview Sunday with TV 6. "There are a number of points that worry us. Above all it is the possible use of NATO forces without UN sanction."
