Greek Sell-Off Setback

ATHENS, Greece -- Greece on Tuesday failed for the second time this year to sell Hellenic Duty Free Shops, annulling its award to a French-Greek consortium in a move seen as a setback to the government's privatization drive, which is central to its bid for membership in the euro currency zone.

The Public Portfolio Management Co., or DEKA, canceled the sale of a 67 percent stake after the consortium failed to meet its payment terms, a spokesman said.
