Estonia Amends Rules

TALLINN, Estonia -- Parliament approved amendments to its citizenship law Tuesday, making it easier for Estonia's Russian-speaking minority to become citizens and removing a major obstacle to EU membership.

The main thrust of the amended law is to grant citizenship to some 6,500 children born in Estonia to Russian-speaking parents who became stateless after the Baltic nation regained independence in 1991.

It also brings Estonian law more in line with Western practices, a move the European Union has long demanded as Estonia begins fast-track membership negotiations.
