Duma Mulls Impeaching Ill Yeltsin

President Boris Yeltsin remained in a government hospital Monday receiving treatment for pneumonia, while his Communist foes in parliament pressed ahead with an impeachment motion.

The president's office said Yeltsin, 67, was "getting better" and held a meeting with his chief of staff, Valentin Yumashev. The president has been hospitalized since Nov. 22, the latest in a string of illnesses.

Meanwhile, a parliamentary impeachment panel debated whether Yeltsin, as the commander in chief of the armed forces, was responsible for the decay of the Russian military.

The panel failed to reach a definite conclusion. Several lawmakers accused Yeltsin of neglecting the armed forces, but said it would be hard to prove it was premeditated.

The panel, set up last summer by the parliament's lower house, the State Duma, has already accused Yeltsin on three grounds for impeachment - instigating the 1991 collapse of the Soviet Union, using force against parliament in 1993, and launching the botched war in Chechnya in 1994.
