Sugar Import Controls

MOSCOW -- Russia's Agriculture Ministry wants to impose permanent restrictions on sugar imports from 1999 in order to protect national producers, a report published Monday by the Sugar Producers Union said.

The report was presented to the government commission on protective measures in foreign trade, customs and tariff policy following an investigation to examine the effect of sugar imports on domestic beet production.

The ministry estimated 1998 domestic sugar output from beet at 1.2 million tons, which if correct would be the lowest total for the last 40 years, the report said.
