New Estonian Minister

TALLINN, Estonia -- New Interior Minister Olari Taal, sworn in after the ouster of outspoken Robert Lepikson, said he will not reshuffle personnel, the Baltic News Service reported.

"The problem is that each new minister has started with replacing people. The state of Estonia needs stability," Taal said Thursday. He is the 10th interior minister since Estonia became independent in 1991.

Lepikson was dismissed Wednesday after Prime Minister Mart Siimann said a series of controversial remarks had become unendurably divisive.

Despite Lepikson's penchant for provocative statements, he did good work in his eight months in office, Taal said.
