UN Probes Ransom

UNITED NATIONS -- The United Nations is investigating the payment of $7,000 in ransom for a UN military observer who was kidnapped in the former Soviet republic of Georgia, UN officials said.

Two UN military observers and their interpreter were kidnapped by "unknown elements'' in the Zugdidi region of Georgia on Sept. 16, UN spokesman Fred Eckhard said Monday.

"The mission did indeed negotiate with the hostage-takers, despite the fact that the UN has a very strict policy not to negotiate on ransom and not to pay ransom,'' Eckhard said.
