German Leader Visits

President Boris Yeltsin welcomed German President Roman Herzog to the Kremlin on Monday and said good relations between Moscow and Bonn were a top priority.

"I would say that our relations are a priority among priorities. Of course problems [between Russia and Germany] exist, but none that cannot be solved," Yeltsin told reporters after an hour of talks.

Herzog, the first president of a reunited Germany to visit Russia, was due to hold talks later Monday with Prime Minister Viktor Chernomyrdin and the chairmen of the two houses of parliament.

In a conciliatory gesture Monday, Herzog said Germany would be willing to return to Russia panels from the famed Amber Room found in the German city of Potsdam last spring if they proved genuine.
