Japan Welcomes Talks

n TOKYO () -- For the first time in nearly five years, North Korea and Japan will hold talks next week aimed at eventually establishing diplomatic relations, they announced Friday.

The talks, to be held in Beijing Thursday, would be a breakthrough for Tokyo and Pyongyang, which have never had formal relations and often are embroiled in disputes.

In the past, the two countries have held eight rounds of normalization talks without success. The last round was suspended in November 1992, when North Korean negotiators walked out.
