Kiev Special Session

KIEV (x) -- Parliament will hold a special session next month to discuss election legislation and a presidential proposal to postpone next year's parliamentary balloting, lawmakers have decided.

A day before it is to break for summer, the Verkhovna Rada voted Thursday to convene Aug. 28 to 29 for a meeting on a much-debated election law and President Leonid Kuchma's controversial postponement plan.

In a policy speech last month, Kuchma offered to put off the March 1998 parliamentary election for a year, saying campaign concerns will prevent lawmakers from adopting sorely needed economic reform legislation.

Kuchma said recently that holding the elections next March would "break society in pieces."
