Russia, Chechnya to Form Council

THE HAGUE, Netherlands -- High level delegations from Russia and Chechnya have agreed to form a consultative council to solve some of their many differences, the organizer of a peace-brokering conference has said.

"We have agreement on a joint statement. ... We didn't expect it. ... We had a lot of discussions on practical measures ... and the parties have agreed to establish an informal consultative council," William Ury, the conference chairman, said Saturday.

The joint statement that was reached recognizes the need to foster understanding and cooperation and provide economic assistance to the Chechen republic, the latter being the focus of the planned consultative council.

The delegations met in the neutral surroundings of the Netherlands on Friday and Saturday.
