President Boosts Ties To Russian Journalists

After a long absence due to illness, President Boris Yeltsin moved Friday to strengthen ties with the Russian media, giving an award to a leading Russian journalist and meeting major newspaper editors. Yeltsin handed Otto Latsis, political observer with the Moscow daily Izvestia and an occasional contributor to The Moscow Times, the first presidential ""Golden Quill"" prize, which includes an award of about $8,000. The honor was awarded by the Academy of the Free Press -- an association of leading Moscow liberal newspaper editors chaired by Igor Golembiovsky, editor of the Moscow evening daily Izvestia. Latsis, a glasnost-era intellectual who writes analytical articles with a generally pro-government slant tempered by independent pro-reform economic and political ideas, said Yeltsin should be prepared to read criticism of the government from journalists it gives awards to.
