Kazakov Replacement

n MOSCOW -- President Boris Yeltsin has appointed a little-known bureaucrat to succeed Alexander Kazakov as deputy head of the presidential administration, Interfax reported.

The post, which Kazakov held until his firing last week over the acceptance of a book advance, has been downgraded from first deputy head to that of deputy head.

Until her appointment late Thursday, Viktoria Mitina was first deputy prefect in Zelenograd, west of Moscow. Her portfolio included industry, science, land relations and entrepreneurship.

Mitina has been a fervent Yeltsin supporter since 1989.
