Colombia Lifts Ban

BOGOTA, Colombia -- Colombian lawmakers have approved the final version of a bill lifting the country's ban on extradition but voted overwhelmingly to prevent it from applying retroactively.

The vote in the lower House of Representatives Tuesday was seen as a major victory for the jailed leaders of the Cali drug cartel because it spared them from the prospect of standing trial or serving possible life sentences abroad instead of lenient sentences at home.

The legislation was also sure to draw fiery criticism from Washington and the U.S. State Department, however, which said it was "extremely troubled" and "stunned" when the Senate approved extradition without retroactive powers in September.
