'Patience' With Grozny

MOSCOW -- Patience is needed both in Russia and Chechnya to ensure peace, Russian Security Council Secretary Ivan Rybkin said Tuesday after making a report to parliament, Interfax reported.

Russia's lower house of parliament held closed hearings Tuesday on the situation in the North Caucasus and on progress in negotiations between Moscow and Chechnya.

"Peace, territorial integrity and great patience form the basis of our relations with the Chechen republic," Rybkin said.

Chechen representatives had been scheduled to address the legislature to present their case for independence from Russia, but they pulled out over the weekend, saying the Duma was not ready to discuss the issue seriously.
