Japan to Ban Mines

TOKYO -- Japan said Tuesday it would soon sign a global treaty to ban anti-personnel land mines but stressed it would seek to avoid a falling-out with its key ally the United States on the issue.

Prime Minister Ryutaro Hashimoto told reporters he had instructed Foreign Minister Keizo Obuchi and Defense Agency chief Fumio Kyuma to make preparations for the signing.

Japan had been reluctant to join the treaty, claiming its effectiveness may be undermined by opposition from the United States, China and Russia.

The Japanese defense agency had insisted that land mines were an effective defense weapon along the country's coastline.
