Jean Minani, chairman of the mainly Hutu Frodebu party, said Burundi's deposed rulers were giving sanctions a chance to bring down ethnic Tutsi strongman Pierre Buyoya.
Buyoya took power July 25 when the army threw out Frodebu President Sylvestre Ntibantunganya, who has been in the U.S. Embassy in Bujumbura since taking refuge over three weeks ago.
