EU to Investigate Mad Cow Report

BRUSSELS -- The European Commission said Friday it was checking a British newspaper report that Britain had secretly avoided implementing European Union rules to stop mad cow disease spreading to the continent.

The Guardian newspaper said Friday that almost 2 million cattle were sold to Britain's EU partners without adequate controls to see if they had been born to cows infected with bovine spongiform encephalopathy, or mad cow disease

The newspaper said Britain's Ministry of Agriculture issued orders to its officials that they need only carry out computer checks on 10 percent of calves exported to the continent.

EU rules required 100 percent verification.
