Advertising Law

A year has passed since the controversial federal law "On Advertising" came into effect. No matter how hard businessmen in advertising tried to make sure their interests were considered, the law turned out to be a rather severe one. It forbids advertising tobacco and alcohol in the electronic mass media. However, television and radio companies decided that it wasn't necessary to obey the law, and have violated it.


According to Natalya Fonareva [deputy chairman of the State Antitrust Committee], there are several ways to influence those who violate the law, but her committee is still not completely satisfied with the existing measures. Under the present law, television and radio companies can fulfill specific orders from the committee while simultaneously continuing to illegally advertise other brands of similar products. Fonareva believes these violations should be included in the law. ... Obviously, the Antitrust Committee's position on the advertising of alcohol and tobacco in the electronic mass media has not changed -- there will be no concessions.


Even the advertising of trade marks, the only legitimate means of advertising tobacco and alcohol, is subject to extremely strict examination.
