Treaty Will Miss Mark

GENEVA () -- Negotiations for a historic treaty outlawing nuclear test blasts will miss a Friday deadline for agreement, Western envoys predicted Thursday.

Instead, governments -- and major power leaders meeting in France -- will be asked to weigh a final compromise text and salvage an accord, the envoys added.

The pact, which would ban all nuclear explosions, remains stymied over when it should become binding and how intrusive its on-site inspection regime should be to check against cheating.
