Power Transfer Bill

MOSCOW () -- The upper house of Russia's parliament approved a bill Wednesday providing for the president-elect to assume office 30 days after his election, Interfax reported.

Under the measure, which was passed earlier by the lower house, the inauguration cannot be postponed even if the government has declared martial law or a state of emergency, Interfax said. This clause seems to address Communist warnings that President Boris Yeltsin would refuse to leave office if he lost and also the Kremlin's warnings that a Communist victory could spark civil war.

The bill must be signed by Yeltsin to become law.
