Germany, China Cool War of Words

BONN -- Germany wants to end a diplomatic spat with China and widen "traditionally friendly" ties, Chancellor Helmut Kohl said Thursday.

In another conciliatory move, German research minister J--rgen Ruettgers said a government-sponsored office for cooperation in science and technology would open in Shanghai next month as planned.

China and Germany called off several official visits after the German parliament passed a resolution on Tibet last week. It urged Beijing to meet international human rights standards, stop eroding Tibetan culture and negotiate with the exiled Tibetan leader, the Dalai Lama.

Kohl backed the measure, citing the independence of parliament, but he said Thursday that German policy of cooperation with China remains unchanged.

Germany is China's foremost European trading partner. Major German companies have built up business in China in recent years.
