New Farm Minister Backs Flexible Rules

Russia's new agriculture minister, Viktor Khlystun, favors a flexible system to regulate some food imports, Interfax said Wednesday.

"High customs tariffs on food imports do not always produce the desired result," Khlystun said.

But the agency also quoted him as saying that Russia should have a flexible system of quotas and tariffs. It made no mention of tariffs on specific goods such as grain or frozen poultry.
