Slaughter Plan Praised

BRUSSELS-- The European Commission welcomed Britain's proposal Thursday to slaughter at least 40,000 cattle, but refused to speculate if it was sufficient to ease the export ban imposed on British beef because of mad cow disease.

"The commission is studying the measure," said spokesman Joao Vale de Almeida. He said the European Union executive will not offer an opinion on the proposal until a meeting of EU agriculture ministers Monday.

But Commission agriculture spokesman Gerry Kiely said Britain had taken a "step in the right direction" merely by submitting the long-awaited plan to destroy at least 40,000 cattle judged at high risk for bovine spongiform encephalopathy, a brain-wasting cattle disease.
