Poll Violence Kills 23

NEW DELHI, India -- Three people were hacked to death as rival political groups fought one another with machetes in a southern state during elections, newspapers said Monday.

Throughout India, at least 23 people died at the start of month-long national elections that began Saturday.

On Sunday, India's independent election commission ordered another round of voting in 70 polling stations in 15 constituencies, including that of Prime Minister P.V. Narasimha Rao, news reports said.

The re-poll was ordered following complaints of irregularities.

Meanwhile, accusations of fraud came Monday from Pakistan's Ambassador Riaz Khokhar a month before the vote was even held in the disputed state of Kashmir. He charged the election will be rigged, describing it as "a sham" and "a complete fraud."
