Dudayev Blocks Talks, Aide Says

An adviser to President Boris Yeltsin criticized Chechen leader Dzhokhar Dudayev Friday for rebuffing the Kremlin's proposal for talks, accusing him of standing in the way of efforts to end the war.

Georgy Satarov spoke out as the president's 12-day-old peace plan continued to founder amid new reports of bombings, fighting and failed efforts to contact Dudayev. Satarov, Yeltsin's political adviser, accused Dudayev of showing no sign he is willing to compromise.

But it was not immediately clear whether the Yeltsin-appointed mediator -- Mintimer Shaimiyev, president of the republic of Tatarstan -- had succeeded in his latest efforts to contact Dudayev, Interfax said. An emissary from Shaimiyev returned from Chechnya after making no direct contact with Dudayev.

Moscow forces shelled the southern Chechen village of Goiskoye, where up to 450 Chechen rebels were believed to be holed up, Interfax said Friday.

Also Friday, Itar-Tass said its correspondent had helped identify the body of Nadezhda Chaikova, 33, an Obshchaya Gazeta reporter who disappeared last month. It quoted medical experts as saying she had been severely beaten, forced to her knees and shot in the back of the head. ()
