China Seeks To Ease Fears

HONG KONG -- China sought Tuesday to soothe jittery Hong Kong residents ahead of its takeover next year of the colony, giving Britain a list of things on which both sides can agree and launching a public relations campaign.

Hong Kong Governor Chris Patten said China had handed the government a list of cooperation proposals to smooth the territory's transition from British to Chinese rule in mid-1997.

China also began a public drive to show a more open-minded image, inviting the people of Hong Kong to air their views to a Beijing-appointed body.
