Abortion Bill Vetoed

WASHINGTON () -- President Bill Clinton on Wednesday vetoed a bill that would have outlawed so-called "partial birth" late-term abortions.

The White House released a letter Clinton wrote to Cardinal Joseph Bernardin explaining he opposed late-term abortions, but he could not sign the bill unless it permitted the procedure when the mother's health was at risk.

The bill marked the first time Congress has moved to ban a specific abortion technique since the Supreme Court handed down its Roe vs. Wade decision legalizing abortion in 1973.
