Factory Power Cut Off

KIEV () -- Ukraine's energy minister said Tuesday that authorities had cut power supplies to 7,000 factories which had failed to pay electricity bills in one of the country's worst winters in decades.

Alexei Sheberstov told parliament that Ukraine's energy network was been stretched to the limit by the huge number of consumers paying nothing for electricity and heating.

He said outstanding electricity bills stood at the equivalent of nearly $980 million. Thirty percent of all electricity and 50 percent of all heating was being supplied, effectively, free of charge.
