Druzhba Pipeline Flow Disrupted

Oil flow from Russia via the Druzhba pipeline, running through Ukraine to Hungary, the Czech and the Slovak republics, has been disrupted, Interfax said Monday, quoting Ukrainian officials.

The officials said the disruption was due to full reservoirs in the countries of destination.

But a senior official at Russia's Fuel and Energy Ministry said the flow was disrupted by Ukrainians due to a transit fee row with Russia.

"I am sure it is the fault of the Ukrainian side. They are not behaving like a civilized country should," said the official who declined to be named.

Ukraine has raised the levy for Russian oil transportation through its territory unilaterally by 10 percent to $5.20 per ton of oil.

"I hope the issue will be resolved on March 20, when Russian and Ukrainian officials meet for talks again," the Russian official said.

Russia said it might build a new oil pipeline circumventing Ukraine if the dispute is not resolved.
