Africa Summit Ends

TUNIS () -- An African summit organized by former U.S. president Jimmy Carter on the twin crises in Rwanda and Burundi ended Monday with solemn pledges but no fresh ideas.

Five African presidents met for three days in Tunis on ways to encourage the return of two million Rwandan Hutu refugees and to prevent carnage between Hutus and Tutsis in Burundi.

The only novelty was the taping of a video cassette, with interviews with the five presidents, for broadcasting in camps to reassure refugees and hopefully hasten their return.
