UN Fiscal Remedies

UNITED NATIONS () -- Secretary General Boutros Boutros-Ghali on Tuesday proposed several steps to pull the UN back from what he called "the edge of insolvency,'' including giving the U.S. Congress a greater incentive to pay America's back dues by cutting its share of the UN budget from 25 percent at present to 15 percent or 20 percent.

But Boutros-Ghali stopped short, at least for now, of accepting a recommendation from management experts to trim 1,150 positions from the ranks of the United Nation's 10,000 employees.

Instead, he deferred mentioning specific numbers until the heads of the UN's various departments recommend ways to save money.
