Ukraine Ends Adoption Ban

KIEV -- Ukrainian lawmakers have lifted an 18-month moratorium on foreign adoptions of Ukrainian children -- and simultaneously created a new string of challenges for the prospective parents.

The decision taken Tuesday, due to take effect April 1, will free up thousands of children who have languished in orphanages since July 1994 while legislators dragged out debate on the issue.

In voting to amend existing law Tuesday, parliament formally banned foreign intermediaries, including non-profit agencies, from participating in the adoption process. The amendment also requires foreign parents to wait at least a year to adopt a Ukrainian child while the government looks for a local family.
