HONG KONG -- Hong Kong's future leader Tung Chee-hwa attacked the British and Hong Kong governments Tuesday for refusing to recognise a new legislature that China plans to install in the territory next year.

Tung, addressing the business community before flying to Beijing for anointment as chief executive-designate by China's Communist leadership, warned people to be sensitive toward China's rights.

"I believe it is wrong for Britain and the Hong Kong government to ignore the reality of the provisional legislature. Instead, for the long-term interests of Hong Kong, I urge them to face the reality and work together constructively," he said
