NATO on Yeltsin

HELSINKI () -- NATO needs President Boris Yeltsin for any formal agreement with Russia, the head of the alliance said Thursday.

Secretary General Javier Solana, however, reiterated that no decisions regarding NATO expansion or agreements with Russia were to take place this year.

"Well, of course there are things that can be done on different levels," Solana said. "But of course, I want to emphasize that nothing will be decided without talking with President Yeltsin. He is, of course, the president of the Russian Federation."

Solana did not say what the alliance would expect in the event Yeltsin is replaced as a result of a power struggle believed to be shaping up in Moscow.
