Caspian Policy Shift

ASHGABAT, Turkmenistan () -- Foreign Minister Yevgeny Primakov said Tuesday that Moscow is ready to recognize oilfields of neighboring Caspian states outside a 72-kilometer coastal zone in the Caspian Sea.

His statement signaled an important shift in Russia's position, which has been that the sea is a lake, in which resources should be shared equally by all the littoral states -- Russia, Iran, Azerbaijan, Kazakhstan and Turkmenistan.
