Tax Discipline Measures Eyed

Russian President Boris Yeltsin is considering several drafts of a decree to "tighten tax discipline" in a bid to ease the government's chronic fiscal crisis, Interfax reported Thursday.

It quoted "reliable Kremlin sources" as saying Yeltsin could approve "emergency measures" this week to wrest tax payments from major companies, especially those making or importing alcoholic beverages.

In a televised meeting Thursday evening with his chief of staff, Anatoly Chubais, Yeltsin lashed out at major companies that were not paying their federal taxes.

"Students, teachers, the military and other workers in the state sphere are not receiving wages because a number of big enterprises are literally taking the finances of the country by the throat and refusing to pay taxes," Yeltsin said.
