Rutskoi in the Running

MOSCOW () -- In a ruling that may put Boris Yeltsin's rebellious ex-vice president back in public office, Russia's Supreme Court said Wednesday that Alexander Rutskoi can run for governor of the Kursk region.

The decision by the court's presidium, reported by Interfax, came just four days ahead of Sunday's election in the central Russian region. Rutskoi will be a favorite.

It overturned a ruling by the regional electoral commission that said Rutskoi couldn't run because he failed to meet a rule that candidates must live in the region for a year before the election.
