Lukashenko Decree

MINSK, Belarus () -- Putting pressure on his parliamentary foes, Belarussian President Alexander Lukashenko ordered his aides Tuesday to give a distributed a copy of his proposed constitutional amendments to every voter.

In a decree published by Belarussian newspapers, Lukashenko also claimed full control over preparing the referendum on the amendments. Meanwhile he effectively ignored the parliamentary runoff elections that lawmakers set for the same day, Nov. 24.

"As a guarantor of the constitution, I will not allow anyone to block the expression of the people's will, exacerbate the situation in the country and split society," Lukashenko said in a statement released Monday night.

Lukashenko, who fully controls state funds, ordered his office to print ballots and voters' lists, although by law that is the Central Election Commission's job.
